In March 2016, the Mexican company Red de Concesionarias del Occident (RCO) submitted the proposal for the Tepic - San Blas highway. RCO was established as a partnership of the American company Goldman Sachs Investment Partners, the Spanish company ClCASA and the Mexican company CONOISA (ICA Group). The project envisaged the construction of a new 5.5-km highway by the state-owned regulator SCT, a 2.5-km road by the concessionaire and the rehabilitation of two other roads (24-km) by the concessionaire. The project was awarded in April 2016. The bidding criteria was the best technical and economic proposal and only RCO presented an offer. Fhe sponsor established the special purpose company Concesionaria Tepic-San Blas to manage the project during the 30-year contract. The construction works commenced immediately, and commercial operations commenced in February 2017. The investment in the project was estimated at US$ 14.7 million (Pesos 274.7 million).
