Description | In 2005, a joint venture between Turkish Zorlu Enerji (51%) and U.S. Invar International, Inc (49%) won a tender to build one of the first private power plants near Moscow. The Moscow Government held closed bidding for the leasing of construction sites for four heat and power plants in new districts of the capital – Kozhukhovo, Severny, Molzhaninovka, Tereshkovo for a period of 49 years. Zorlu Enerji and Invar International through their joint venture, ICFS International, won rights to build two gas turbine power stations in Tereshkovo and Kozhukhovo. ICFS International would build and operate the Tereshkovo power plant that would supply electricity and heat to approximately 1.5 million people. The design capacity of the power plant would be 340 MW and the estimated cost US$500. The power station would run on natural gas. The construction of the plant began in 2007. The Moscow Government was to buy all energy generated by the new plant at rates established by the Moscow Committee on Energy Tariffs. Therefore, consumer will be paying for privately generated electricity and heat at the established tariff. According to the Moscow government, it had to lease district power plants to private investors, because MOSENERGO, the local power company, could not cope with the annual 3-4% rise in energy consumption in Moscow, while limited capacities of power grids make it impossible to transport electricity from other regions. |
