In May 2014, the Paracas Consortium, a partnership of the companies Servinoga S.L. (Spain), Pattac Empreendimentos e Participacoes S.A. (Brazil), Tucumann Engenharia e Empreendimentos Ltda (Brazil) and Fortesolo Servicos Integrados Ltda (Brazil), was awarded the contract to expand, rehabilitate and operate the Terminal Portuario General San Martín de Pisco (multipurpose terminal) located at the Ica Region. Besides Paracas Consortium, two other groups took part in the bidding process: Terminales Portuarios Andinos-Pisco and APM Terminals Pisco. The bidding criteria was a combination of the lowest tariff and the highest amount additional investment. The winning bid was an amount of US$ 80 million, in addition to the benchmark US$ 102.4 million. The special purpose company Terminal Portuario Paracas was established to manage the project. The 30-year contract was signed in July 2014, and the sponsors took over the project in August 2014. Investment in the project was estimated at US$ 230 million. The terminal was expected to reach a capacity of 100,000 TEU/year.
