This investment will help implement Angola’s White Paper for Higher Education (Livro Branco de Educação Superior, LiBES), a ten-year strategy that will transform higher education institutes, spark innovation and research, and bring much needed support to those on the frontline of Angola’s learning crisis – teachers. To be launched in May 2023, the program has as an overarching objective to i) Expand and improve Higher Education, and ii) Realign and make R&D activities relevant to the country’s strategic sustainable development policies. The LiBES is a cornerstone of the Government of Angola’s economic diversification strategy, its vision towards a digital transformation, and is at the heart of the country’s response to its learning crisis. This proposed project represents a significant investment in the sector, offering a generation of youth – especially young women – the chance to gain job-oriented skills and opportunities in areas of study crucial to Angola’s future growth. It will do so through introducing new areas of study relevant to digital development, climate adaptation, and other areas with high industry demand. It brings important small works for infrastructure upgrades, connecting university campuses, and ushering in a digital age. It also signals a new era for teachers, with a massive investment in the systems that recruit, prepare, and support teachers to, in turn, ensure that students in basic education not only learn, but thrive. Finally, it activates the state’s regulatory role in the tertiary education sector, starting with the health sector, which is in particular need of quality assurance mechanisms to help ensure that graduates that leave schooling to serve Angolans in the health care sector are able to offer the level of care the country needs.
