The first priority objective of the Social Investment Project is to respond to the financial and economic crisis through the rapid creation of employment opportunities and the provision of essential social services to the unemployed and poor. The second project object is to use the crisis as an opportunity to support bottom-up service delivery through financing locally-identified and managed development initiatives and through promoting decentralization, local capacity building, and community development. The project includes a Channel 1 component, a Channel 2 component, and a project management component. The Channel 1 component includes: (a) the development of a public assistance scheme and a community-based AIDS program by the Ministry of Public Health; (b) small-weirs construction and village road construction by the Ministry of Interior; (c) program for rural industrial development by the Ministry of Industry; (d) small scale infrastructure program, occupational and vocational training program, and school renovation program by the Bangkok Metropolitan Administration; (e) training/interpretation program, tourism sites employment program and park and recreational sites improvement program by the Tourism Authority of Thailand; and (f) rehabilitation of small scale irrigation schemes by the Royal Irrigation Department of Ministry of Agriculture and Cooperatives. The Channel 2 component includes a social investment fund and a regional urban development fund.
