THIRD COMMUNITY EMPOWERMENT AND LOCAL GOVERNANCE PROJECT

The objective of the Third Community Empowerment and Local Governance Project is to assist the Government in reducing poverty, and supporting inclusive patterns of growth, and development, based on community participation, through the strengthening of, and support for local development councils, and groups. The project components are as follows: 1) community sub-grants will be provided for building capacities within village, and sub-district development councils. Consulting services will be financed to provide technical assistance, information, and training services to communities. Additionally, sub-grants will be available for Dili communities; 2) through community action programs to preserve the country's cultural heritage, management support will be provided to enhance the development of a culture center, while equipment, and operating costs will be financed; 3) a community radio center (CRC), and stations will be financed, including the support from a management team. Operating, and start-up costs will be financed for the establishment of the CRC, and community radio stations, as will training assistance for the CRC management team, and volunteers for the community radio stations; and, 4) Project management costs will be available to support the management team, and the related aspects concerning publications, translation, and printing costs. Likewise, Dili office operating costs will be also financed.
