In October 2001, Suez, through its water subsidiary Ondeo, was awarded a 25-year BOT contract for the production and distribution of drinking water to the districts of Ciputat, Pamulang and Pondok Aren in Tangerang, a region that bordered Jakarta. The project involved the construction of a drinking water plant with a capacity of 32 million cubic meters per year along with a 800km distribution system. Water supply for this network was to be provided by the main transmission pipeline running through the Ciputat district. Tangerang was a residential area and had a population of 800,000 and significant commercial activity. To implement the contract, Tirta Ciparen Permai Water was created as the project company in which Suez held a 95% stake and the city of Tangerang held the remainder. The initial investment in the plant was expected to be Euro 40 million (US$36.7 million) while the total revenue the project was expected to generate over the 25 year life of the contract was Euro 250 million (US$222 million).
