Description	The Tobene project consists in the development, construction, operation and maintenance of a diesel HFO fired power plant convertible to gas operation, in Senegal. It is a greenfield plant with an installed capacity of 87.5 MW and a guaranteed capacity of 70 MW. It will be developed as an Independent Power Producer (IPP) incorporated under Tobene Power SA, selling power under a 20-year Power Purchase Agreement (PPA) to Senelec (sole offtaker for the Project).The project was awarded to Melec PowerGen on a negotiated basis by the GoS, following initial International competitive bidding in 2008.
