Tocantins Productive Resilient and Inclusive Development Project

Tocantins, Brazil’s youngest state, spans 277,620 km² and is home to 1.6 million people. Despite strong growth in agribusiness and transport connectivity, the state faces persistent regional disparities, rural poverty, limited productivity in family farming, and increasing vulnerability to climate change. Over half of its municipalities are classified as highly vulnerable, and infrastructure deficits contribute to economic exclusion and rural-to-urban migration.The paved state road network (5,841 km), which connects agricultural production zones to the BR-153 highway and the North-South Railway, suffers from chronic maintenance gaps, safety risks, and climate-related degradation. Tocantins is seeking to modernize road governance through long-term performance-based maintenance contracts (CREMAs and PPPs), supported by institutional reforms and targeted investments in road safety and resilience.Family agriculture represents over 70% of farms in Tocantins but contributes only 17% of agricultural output, constrained by low productivity, limited access to markets and finance, and weak farmer organizations. Public extension services are under-resourced, and climate-resilient practices are not widely adopted. Meanwhile, tourism, especially in the Jalapão region, holds untapped potential to diversify rural incomes and promote local development but remains underdeveloped and highly seasonal.The Tocantins Productive, Resilient, and Inclusive Development Project will promote (i) sustainable, safe, and resilient transport infrastructure; (ii) improved livelihoods and climate resilience for family farmers; and (iii) sustainable tourism in priority regions.
