Togo - Tax Governance Support Project

The Tax Governance Support Project (PAGFI) has been designed to strengthen tax management, anti-fraud and corruption capacities to better mobilize domestic resources to reduce poverty and fragility. It is an institutional support project that aims, first and foremost, to sustainably increase Togo’s financial resources as to accelerate the country’s emergence from the group of fragile countries. Secondly, it should help improve the business climate in Togo by establishing a more efficient tax system and enhancing Lomé Port Authority's competitiveness. The project's total cost, excluding taxes and duties, is estimated at UA 16.67 million (about CFAF 13.7 billion), of which UA 13.69 million in foreign exchange (82.13%) and UA 2.98 million in local currency (17.87%) for an expected implementation period from January 2016 to December 2019. It is articulated around three components, namely: (i) support for improving tax management efficiency and integrity; (ii) strengthening tax revenue transparency and monitoring; and (iii) project management.
