The proposed project is structured around three strategic pillars aligned with the Government of Togo’s ambition to boost job creation by leveraging the country’s economic strengths, with transport and logistics serving as cross-cutting enablers of this vision.a. Enhancing city-port integration and the competitiveness of the logistics sector: The Government of Togo is committed to strengthening the competitiveness of its logistics sector as a key driver of economic growth and regional integration. This includes modernizing critical infrastructure and addressing key inefficiencies. Planned investments under the project—such as improvements to urban mobility and the development of a railway link between the autonomous port of Lome (PAL) and the Adetikope industrial zone (PIA)—will support more seamless city-port integration, enhance the overall performance of the logistics ecosystem, and reduce conflicts with the rest of urban activities.b. Improving Road access to agropoles and high-potential agricultural zones: As part of its national development roadmap, the Government aims to extend the rural road network to support agriculture into a genuine engine of growth and employment. Improved road access to agropoles and productive agricultural zones as well as logistic platforms and related services will facilitate the timely supply of inputs, reduce post-harvest losses, and enhance market access for farmers, thereby strengthening rural livelihoods and food systems. As consequence, this component will also contribute to enhance private capital mobilization for emerging business opportunities along the Lome – Cinkasse economic corridor such as diverse logistics related facilities near agropoles, local markets, areas allocated for commercial and industrial use, sanitary and phytosanitary services.c. Enhance urban mobility conditions in Greater-Lome. The Project will include targeted interventions to improve urban mobility conditions including the rehabilitation of road infrastructure and main access routes to the PAL, infrastructure improvements on the Lome ring road to optimize usage and enhance urban mobility and road safety, conducting a comprehensive audit of road safety and traffic signage in Greater Lome to ensure pedestrian and motorcyclist safety, and support the professionalization and improve investment of informal transport operators. The Project will equally support capacity building of institutions and stakeholders to establish a sustainable mechanism for routine road maintenance. The Project will also invest in institutional and human capacity development across key transport sector agencies to ensure effective implementation and long-term sustainability of reforms.
