In June 2009, the Toll Royal Railways signed an agreement with the Royal Government of Cambodia to operate the country’s railways under a 30 year concession, under Toll Royal Railways, a joint venture between Toll Royal Group, (55%) and the Royal Group (45%). The concession agreement became effective in October 2009. The concessionaire was responsible of operating the rail network and undertaking the rehabilitation project designed by the government of Cambodia. The rehabilitation project was estimated to cost US$141.6 million and was financed by: - US$84 million loan from ADB to government of Cambodia - US$21.5 million grant from the government of Australian - US$13.0 million loan from OFID (OPEC Funding for International Development) to government of Cambodia - 106km of rail donated by government of Malaysia - US$20 million from government of Cambodia No investment from the concessionaire, but its participation was contingent to the finance provided by the donor community.
