Upgrading of the domestic terminal departure hall and purchase of relevant airport equipment. Project objectives: (a) to undertake urgently required improvements to the domestic departures hall; (b) to ensure internationally acceptable safety, security and comfort levels in the departures hall; (c) to introduce the Airport to efficient management practices through the introduction of management information systems (including an appropriate accounting system). Use of proceeds: To finance the foreign costs of the refurbishment of the domestic departures hall, procurement of airport equipment, and computer equipment needed to set up relevant management information systems. Transition indicators relevant to the project include: (i) Skill transfer - the EBRD will provide support to the Airport's management in acquiring relevant skills regarding foreign financing methods and procurement procedures; (ii) Competition/market structure - the project will ensure implementation of market-oriented management and operational practices at the Airport; (iii) Institutional functioning - the Bank's involvement in the project preparatory work has facilitated cooperation between the Airport and the Regional Administration and the establishment of the Airport as a joint-stock company. Tolmachevo Airport joint-stock company - an airport company, 51 per cent state owned, responsible for the management of airport services at Tolmachevo Airport, Novosibirsk. US$ 10 million (ECU 8.8 million) sovereign-guaranteed loan. US$ 16 million (ECU 14.1 million). The project was screened B/0, requiring an environmental analysis. The Bank's original project comprised an international airport with a terminal, offices, runway, hangars, fuel farm, boiler houses, vehicle maintenance, power station and groundwater abstraction wells. An environmental audit and analysis was conducted by independent consultants based on the Bank's terms of reference and audit protocol. The analysis identified a number of environmental impacts associated with increased noise, water discharge, air emissions, and worker health and safety issues. Mitigation measures were proposed to reduce the negative impacts of construction and operation, all of which have been addressed by the Airport and include the following: The project has undergone significant changes and involves the refurbishment of the existing terminal building in order to expand the domestic arrivals and departure hall. This will involve minimal environmental impact and introduce a range of environmental benefits, including the following: Technical cooperation funding of US$ 300,000 has been provided for consultancy assistance in the design and implementation of management information systems.
