In July 2006, Obrascon Huarte Lain (OHL) finalized its acquisition of 49% of the equity in the concession of Administradora Mexiquense del Aeropuerto Internacional de Toluca (AIMAT), the concessionaire of Toluca airport. AIMAT acquired the concession for 50 years in 2005, but was entirely controlled by Mexican state and federal government entities. After the acquisition, the concession became 49% private, reaching financial closure. The ownership structure of the concession was as follows: • Obrascon Huarte Lain (OHL) 49% • Aeropuertos y Servicios Auxiliares (ASA) 25% • The state government of Mexico State 26% OHL negotiated directly to with the Mexican government to expand the capacity of the terminal and rehabilitate the runways in exchange for rights to the concession. OHL was committed to invest US $100 million (1.1 billion pesos) in airport facilities. The Mexican state and federal governments were expected to match this amount. Toluca airport, formally Licenciado Adolfo López Mateos International Airport, is located 70km west of Mexico City. As a member of the Mexico City Metropolitan Airport Group, it serves as an alternative airport. The concession arrangement was designed to divert more international carriers to Toluca from Mexico City airport, which was approaching maximum capacity and could not be expanded due its location in the city center. In September 2009, OHL officially increased its stake in the concession from 32.8% to 49%. Construction works were concluded in April 2009. Investments of 1.1 billion Mexican pesos were converted to US dollars using the period average/market rate for 2006.
