Description

In December 1992 the State of Mexico, central Mexico, awarded a 10 year plus construction period build, own and transfer contract for two wastewater treatment plants to private company Ecosys. The plants were designed to treat water from four Mexico State municipalities: Toluca, Metepec, San Mateo Atenco and Lema. Ecosys was a special purpose company controlled by Grupo Mexicano Desarrollo SA (GMD), which owned 50 percent of its shares. Mexican construction group Fypasa Construcciones SA de CV (FYPASA) owned a 33 percent stake and Italy’s Intensa owned the final 17 percent. Ecosys committed to design, finance, and operate for ten years two plants: Ecosys I, located in Toluca Norte and capable of treating 1,250 liters per second, and Ecosys II, or Toluca Oriente, with a processing capacity of 1,000 liters per second. The plants cost $155.6 and $138.6 million, respectively. The plants started operating in November 1994. Unclear the contract was not extended. None
