Tonga Cyclone Ian Reconstruction and Climate Resilience Project

The development objectives of the Cyclone Ian Reconstruction and Climate Resilience Project for Tonga are to: (i) restore housing, community facilities, and basic services to the affected population of Ha'apai; and (ii) strengthen the country's resilience to natural disasters. The project comprises of three components. The first component, housing and key community facilities repair, reconstruction, and climate resilience consists of following seven sub-components: (i) housing for vulnerable households (H4V); (ii) owner and community-driven repairs and reconstruction; (iii) repairs and climate resilience for community or public facilities; (iv) reconstruction and resilience strengthening of one or more large public facilities such as the Lifuka market; (v) disposal of building debris and demolition rubble; (vi) household supplementary potable water and sanitation facilities; and (vii) logistical support for materials supply. The second component, technical assistance and training for enhanced disaster and climate resilience consists of following two sub-components: (i) resilience strengthening for safer homes and communities; and (ii) disaster recovery and reconstruction framework. The third component, project support will provide technical support for construction activities including the mobilization of Ministry of Infrastructure (MoI) building inspectors responsible for phased inspection and certification of all works.
