Description

On 28th January 2010, the board of Torrent Power Limited made an investment decision to develop a 49.6MW wind farm located at Jamnagar district (across three talukas - Lalpur, Jamjodhpur and Bhanvad) in the state of Gujarat . The windfarm would involve the building of 62 Enercon E53 gearless wind turbines of 800KW capacity each. The windfarm was designed at a load factor of 21.22%. The electricity generated from the project would be evacuated to Northern, Eastern, Western and North-Eastern (NEWNE) grid of India. Power evacuation would be done by 33kV transmission line and the 110kV/132kV Gujarat Energy Transmission Corporation Limited (GETCO) substation at Tebhada. Torrent Jamnagar Windfarm would sell the power to Gujarat State Electricity Discom (GUVNL) through a 13-year PPA.The APPC (Average Power Purchase Cost) 25-year base feed-in tariff as per GERC (Gujarat State Regulator) prevalent tariff order, was US$ 0.079/Unit (INR 4.23 per unit @ 53.44INR/USD). The transmission charges would be paid by Torrent Power to the state transmission utility (GETCO).The total capacity of 49.6MW was eligible for the REC scheme under CERC and CDM benefits under UNFCC and the validation process had been completed in 2012. Selling of Renewable Energy Certificates (RECs) on power exchange has been started with first trade being carried out in the month of March 2012. Contracts for supply, erection and O&M had been executed with Enercon India Limited for this project in March 2011. Details of financial closure were not available at the time of collection of this information. The total project cost, based on UNFCC Validation document was US$ 54.6mn (INR 2916.5mn @ 53.44 INR/uSD).The debt equity ratio for the project was considered as 70/30 (Debt US$ 38.2mn, Equity US$ 16.4mn). Construction started in March 2011 (date of EPC contract) and was progressively commissioned from February 2012 (35 WEGs) to March 2012 (balance 27 WEGs). In absence of any confirmed date of loan sanction, we have considered February 2012 as the date of financial closure.
