Description | The 300-km toll road is operated by the Triciesa/ICA Consortium (Triciesa, owned by Tribasa - 80% - and CIESA - 20% - holds 49% of the concession company shares, while ICA holds 51%; CIESA was acquired by Tribasa in 1993). Financial closure was initially achieved as follows: 40% in equity and 60% in debt from Atlantico and Probursa. The performance below the expected level led the sponsor to face financial problems; for this reason, in 1997, the Mexican government included this project in its "bail-out program" (the government agreed to pay the debt related to the project and the concessionaire will return to toll road to government operation by 1999). |
