Description

As a network of 42 independent children’s rights institutions (based in 23 EU countries), ENOC works to protect and promote the rights of all children through the fullest implementation of the UN Convention on the Rights of the Child (UNCRC) and related standards including Article 3 (3) of the Treaty on EU and Article 24 of the EU Charter of Fundamental Rights. The Network works on improving its members’ capacity, efficiency and impact through regular capacity building seminars/training and dissemination activities (annual event), that provide a forum for exchange of information/practice and mutual learning. ENOC will also continue monitoring, reporting and raising awareness on (adhoc) issues affecting children’s rights as they arise during the implementation period. All ENOC planned activities are designed to strengthen the Network’s child rights advocacy work at European, International and ENOC members’ level and to work towards a coordinated strategy with key stakeholders operating in this field. Another important part of ENOC’s work is its child participation project - ENYA. ENOC’s objective is to include in a systematic and meaningful way the voices and views of children and young people (YP) in its annual work through appropriately designed activities, as provided for by the UNCRC and Article 24 of the EU Charter. The ENYA Annual Forum will be an opportunity for children and YP to exchange their views and inputs and produce recommendations and other creative materials on the annual topic of Child Rights Impact Assessment (CRIA). The ENYA recommendations will be reflected in the ENOC policy statement on the same issue and promoted as a separate outcome. As a specific objective, in 2020 ENOC will carry out an extensive work on the issue of CRIA as a key mechanism for implementing the UNCRC and Article 24. This will include mapping the situation within the ENOC members and, based on findings, drawing up a set of policy recommendations including a common framework of reference for the implementation of CRIAs. Expected results of ENOC activities will be, among others, a better knowledge and understanding by ENOC members, stakeholders and governments of general and specific child rights issues; improved standards and extended use of good practices in ENOC member countries; the adoption of a full set of policy recommendations on CRIA leading to an improved quality of legislation/decision making addressed to European, international, national and local decision and policy makers; increased impact of ENOC’s collective voice by integrating children’s views and by empowering their participation in ENOC’s annual activities; improved internal and external communication and enhanced promotion of ENOC’s role, activities & outcomes through an extensive use of social media and other relevant communication channels (newsletter, website, etc). ENOC activities will benefit the 42 member institutions, decision & policy makers at International, European and country/regional levels, all stakeholders concerned (NGOs, professionals, academics, experts), the general public and potentially all groups of children affected by the 2020 priority theme.
