Towards operational National Qualification Framework in Italy

The EQF NCP work programme is strictly linked to national priorities, shared with the Ministry of Labour and social policies and focused at implementing the EQF Recommendation and at making the NQF operational. Specifically, in the period 2024-2026 the EQF NCP will support the Ministry of Labor in cooperation with the Public Competent Authorities to refer the individual qualifications in compliance with the Update referencing report (2022). The process so far carried out claims now for making operational the national on line procedure for referencing Italian qualifications to NQF/EQF and testing the IT infrastructure which will ensure the implementation of a NQF Register, fully compliant with the technical standards of the QDR within the Europass portal. In the same time, the EQF NCP will contribute to the implementation of the National System for Certification of Competences by providing technical support to the National and Regional Authorities on the basis of the new CEDEFOP Guidelines for the VNFIL. The proposal builds upon the lessons learnt in the previous periods (2018-2020 and 2021-2023) where a joint management model was tested and put in place. Despite the new proposal will not continue the joint management of the Grant agreement, due to a forthcoming change in the legislative context of the national labour market policies, the EQF NCP will continue of benefiting of the results and synergies with the other NCPs, Europass and Euroguidance. More in details, we intend to keep on promoting jointly the EQF and the NQF within the national and EU events and fairs devoted to transparency and portability of competences and mobility thought a joint communication strategy and the SKILLOn brand identity, developed in the previous Grant agreement periods.
