Description | The Town of Leader Landfill Decommissioning project objective is to decommission and reclaim the landfill of the Town of Leader, which is non-compliant with the best management practices for landfill construction. The landfill has a surface area of 3.5 hectares and was permitted to only receive municipal waste during its operation. Landfill is currently in operation but will be closed as of December 31, 2021. At that time, the landfill will be ready for decommissioning. An Environmental Site Assessment Phase II (ESA II) and Corrective Action Plan have not been completed; therefore, the scope of the project is to include the ESA II, the Corrective Action Plan, and completing and implementing a Decommissioning and Reclamation Plan that is acceptable to the Ministry of Environment’s Landfill Section. Decommissioning and reclamation activities include the design and construction of the final engineered cover, installation of monitoring wells, and reclamation activities to ensure it is in conformance with the surrounding lands and the future intended use. The landfill will be converted to a transfer station where only bins will be used. The reclaimed landfill will be owned by the Town of Leader with the intended use of a transfer station and native pastureland. Decommissioning and reclamation of the proposed landfill will attenuate the generation of leachate which in turn increases capacity to reduce soil pollutants in line with the Environmental Quality Outcomes of the Green Infrastructure Stream of the Investing in Canada Infrastructure Program. |
