Description

The project objective is to decommission and reclaim the active landfill cell at the Town of Lumsden landfill, as it is non-compliant with the best management practices for landfill construction. The active cell at the landfill has a surface area of about 7,000 m2 and was permitted to only receive municipal waste during its operation. Landfill is currently in operation and will be closed prior to decommissioning activities. Environmental Site Assessment Level II has been already completed; therefore, the scope of the project includes a Corrective Action Plan, completing and implementing a Decommissioning and Reclamation plan that is acceptable to the Ministry of Environment’s (MOE) Landfill Section. Decommissioning and Reclamation activities include the design and construction of the final engineered cover, storm water management, installation of monitoring wells (if required), and reclamation activities to ensure it is in conformance with the surrounding lands and the future intended use. Landfill will be converted to a transfer station where bins will be used along with the existing recycling program and infrastructure, wood pile and additional areas as identified in the transfer station design which will be approved by the MOE. Reclaimed landfill will be owned by the Town of Lumsden with the intended use as a transfer station. Decommissioning and reclamation of the proposed landfill will attenuate the generation of leachate which in turn increases capacity to reduce soil pollutants.
