Description | The project objective is to decommission and reclaim the landfill of its one and only cell of Town of Regina Beach, non-compliant with the best management practices for landfill construction. The Landfill comprised of one cell has a surface area of 5.2 hectares. A KML file showing this footprint is attached. The landfill was permitted to only receive municipal waste during its operation. The landfill is currently in operation and will be closed prior to decommissioning activities. Environmental Site Assessment Level II and the Corrective Action Plan have been already completed; therefore, the scope of the project include completing and implementing a Decommissioning and Reclamation plan that is acceptable to the Ministry of Environment’s Landfill Section. Decommissioning and Reclamation activities include the design and construction of the final engineered cover, storm water management, removal of existing infrastructure, recycling, metal, concrete, clean wood piles, installation of monitoring wells, and reclamation activities to ensure it is in conformance with the surrounding lands and the future intended use. A new landfill that will be properly engineered and meet all environmental requirements is intended to be constructed on the same section of land. Reclaimed landfill will be owned by the Town of Regina Beach with the intended use of native pastureland. Decommissioning and reclamation of the proposed landfill will attenuate the generation of leachate which in turn increases capacity to reduce soil pollutants in line with the Environmental Quality Outcomes of the Green Infrastructure Stream of the ICIP. |
