Description | The Project proposes to construct a new regional water treatment system that will serve the Town of Rouleau and the Village of Wilcox. Treated water will flow from the supply main from Rouleau to Wilcox through approximately 17,000 meters of transmission lines and approximately 300 meters of local water pipes. The scope of work for the components in Rouleau include the water treatment plant, which includes a new generator, biological filtration treatment process and distribution process, a water storage reservoir, well, sewer piping and a wastewater storage lagoon. The scope of work for the components in Wilcox include a water storage reservoir, distribution pump house, new generator, distribution pumping, and chemical feed equipment. The current water for both communities does not meet provincial water quality guidelines for disinfection, sulphates, manganese, sodium, total dissolved solids, and alkalinity. The water quality in both communities is rated as very poor, with the water in Wilcox being untreated except for chlorination. This is a primary concern for both communities. Once the Project is complete, drinking water will meet and/or exceed provincial drinking water quality standards for both communities. While the sewer piping and wastewater storage lagoon are small components with respect to the overall cost of the Project, the Ultimate Recipient has confirmed that the Project will result in wastewater effluent that meets the Wastewater Systems Effluent Regulations (WSER). |
