Description | In October 2015, Consorcio Antioquia al Mar S.A., made up of the companies Colombiana de Infraestructuras SAS (a subsidiary of Spanish company FCC, 40%), Carlos Alberto Solarte (20%), Estyma Estudios y Manejos S.A. (20%) and CASS Constructores & Cia. S.C.A. (20%), was awarded the contract to design, build, operate and maintain the 9.8 km Toyo Tunnel in Antioquia, Colombia. The sponsors won the 10-year PPP contract in a public tender process by offering the lowest payment to undertake the construction works and manage the assets during the 10-year period. The sponsors requested EU 392 million ($ 1.1 billion pesos). Besides Consorcio Antioquia al Mar, two other companies took part in the bidding process: Ferrovial Agroman and Consorcio Gran Tunel (Concretos y Asfaltos, China Habour Engineering Company Limited Colombia and Solarte Nacional de Construcciones). In November 2015, the contract was signed with Government of Antioquia. The investment was estimated at US$ 426.6 million (Pesos 1.8 billion), and it was financed with public funding. The Government of Antioquia made a contribution of $780 million (pesos), the national government, a contribution of $540.3 million (pesos) and the city of Medellin, a contribution of $520 million (pesos). The project included 12.3km of tunnels between the municipalities of Giraldo and Canasgordas, 9.8km of which made up the Toyo tunnel, added to the new road leading to Uraba. The Toyo Tunnel was part of the government’s Fourth Generation (4G) of the Road Concessions Program that involved 40 projects that saw around 8.000km of new roads with an investment of $25 billion (pesos) over seven years. Construction works were scheduled to start in June 2016, and commercial operations were scheduled to commence in 2026. |
