The Fundamental School Quality Project, as the second phase of the Trust Fund for East Timor (TFET), will specifically support the United Nations Transitional Administration in East Timor (UNTAET) in maintaining the level of primary education enrollment, restore junior secondary enrollment, and, pursue the quality education recovery, through physical rehabilitation of facilities, and provision of textbooks and instructional material. The project's main components will: 1) restore and/or construct schools, upgrading facilities from basic operational, to fundamental quality, including basic teaching equipment. Through the "escola basica", a basic education system will integrate the primary and junior secondary school concept at the district level, to include quality resources such as facilities, and libraries, as well as training and communal cultural events. This will be accomplished through a site selection criteria where no squatters reside on site, certified by the Land and Property Commission that no claim on the land is pending; 2) provide textbooks, and teachers guides, including teaching and learning material, in particular science and mathematics instructional material; 3) disseminate information to encourage community participation, in collaboration with nongovernmental organizations to assist in environmental and health issues, supported by technical assistance in social mobilization programs; 4) support policy implications of the escola basica, finance studies pertaining to the education sector, language instruction, and teacher training; and, 5) provide project management, supported by experts on educational coordination, architecture, procurement, and financial management issues.
