The company Energias Eolicas do Nordeste S.A., a wholly-owned subsidiary of Tractbel Energia (GDF Suez Group), was granted authorizations to build four power plants located in the state of Ceara (115.4 MW in total capacity, municipality of Trairi). The 30-year contracts were signed with the regulatory agency ANEEL starting in September 2011. The following special purpose companies were created to manage each power plant: Central Eolica Fleixeiras I S.A.,Central Eolica Grajiru S.A., Central Eolica Mundau S.A. and Central Eolica Trairi S.A. . The power plants were named EOL Fleixeiras I, EOL Grajiru, EOL Mundau and EOL Trairi, all with 30 MW in capacity, but EOL Trairi which was set to have 25.4 MW in capacity. The total investment in the power plants was estimated at US$ 265 million (BRL 523.4 million) and was financed with a loan granted by the state-owned development bank BNDES approved in July 2012 (US$ 181.3 million or BRL 358 million). The four power plants controlled by Energias Eolicas do Nordeste will offer to sell on the free eletricity distribuition market. As of October 2012, the power plants were under construction, and commercial operations were set to begin in 2013. The company was granted the right to take part in the government program called Regime Especial de Incentivos para o Desenvolvimento da Infra-Estrutura (Reidi). Companies selected to take part in this program were given tax cuts in the acquisition of capital equipment and construction material acquired both in the domestic and international markets (this incentive represented a cost reduction of about 9.25%). In addition, the company was allowed to use accelated depreciation methods of accounting for construction expenditures. Finally, the electricity sold by the company is not subject to sectoral taxes. In 2011, the company applied for carbon credits , which were approved in November 2012. EOL Fleixeiras I e EOL Mundau commenced operations in January and April 2014.
