Description

The Trade and Transport Facilitation in Southeast Europe Project seeks two development objectives: to reduce non-tariff costs to trade and transport, and, to reduce smuggling, and corruption at border crossings. To this end, the components will: 1) include technical services to coordinate, and integrate modernization elements, and donor contributions aimed at supporting processes changes; technical services to review law, regulations, and guidelines to fulfill customs functions, while facilitating legitimate trade, in cooperation with other agencies; technical services to support the introduction of a preventive and enforcement service in the Federal Customs Administration (FCA); technical services to introduce new customs procedures, supported by training; technical services to strengthen human resource management; and, equipment to improve efficiency of checks; 2) support the FCA, and Montenegrin Customs Administration (MCA) information system improvement, through consulting services, training, and equipment to establish a fully functional customs system. This includes technical services for business processes, for solution specification, software development and integration, for technical training, telecommunications equipment, as well as hardware and software to migrate to an open platform; 3) provide training to road transport operators, custom brokers, and traders through local government, and professional associations; provide distance learning programs, and support trade facilitation, built on public-private partnerships; and, 4) provide training for procurement and financial management through advisory services.
