Description

The development objective of the Transforming Landscapes for Resilience and Development Project for Zambia is to improve natural resource management in select districts to support sustainable livelihoods, and in the event of an eligible crisis or emergency, to provide immediate and effective response to the eligible crisis or emergency. There are four components. First component, Promoting Diversified, Resilient, Sustainable Livelihoods is designed to create conditions for poverty-stricken communities facing climatic impacts to strengthen their resilience.This component also supports ward-level development planning, TA, workshops, and trainings for capacity building and institutional development.The activities under this component are structured around the following tasks: (a) increase smallholder production and productivity, (b) mitigate farmers’ risks through the adoption of new technologies, and (c) facilitate adoption of alternative livelihoods as sustainable and resilient initiatives with reduced reliance on natural resources.This component also aims to support and improve infrastructure in vulnerable areas suffering from the lack of investments and that are also adversely affected by climate change.This component has four sub-components. (i) Diversifying Livelihoods and Improving Farming Practices; (ii) Developing Productive Climate Resilient Infrastructure for Sustainable Livelihoods; (iii) Strengthening Communities and Expanding Services; and (iv) Strengthened Climate Hydro-meteorological Information; Second component, Management of Community Forests and Protected Areas supports the establishment of Community Forest Management Group (CFMGs) as well as Natural Forest Regeneration (NFR) areas to more effectively manage available forests and to create the minimal necessary conditions for restoring degraded forest areas. The component also addresses the problem of insufficient funding of the established Protected Area (PAs) in the Luapula, Muchinga, and Northern (LMN) Provinces. Main activities include developing basic infrastructure and strengthening capacity and management to protect and preserve biodiversity and ecosystem services. The component design and activities targeted under this component are consistent with the strategy developed by the Government of the Republic of Zambia (GRZ) for tourism development and support the implementation of the Zambia Tourism Master Plan approved in 2018.It has two sub-components. (i) Community Forest Management and Natural Forest Regeneration and (ii) Improved Management of Protected Areas (PAs); Third component, Project Management, Coordination, and Monitoring will finance the establishment and activities of three Provincial Project Implementation Units (PPIUs), TA, works, goods, services, workshops, and operational costs to support the project’s day-to-day implementation and management, including procurement, financial management (FM), environmental and social safeguards, and preparation of annual work plans and organization of audit reports; and Fourth component, Contingency Emergency Response Component had been embedded in the project to finance early recovery and/or specific emergency works, goods, and services in case of eligible emergencies or crises or disasters caused by natural or man-made hazards, including public health crisis.
