This Post-Conflict Grant to be disbursed in a single tranche will support the implementation of the Government of East Timor's Post-independence development program, as laid out in its National Development Plan and FY2003 budget. There are four components of the program: Establish the framework for poverty reduction planning, allowing the Government to update and operationalize the NDP focusing on key poverty reduction activities. Create the institutional and legal framework for open democratic governance and an enabling environment for the private sector. Ensure a pro-poor orientation of public spending and strengthening of expenditure managmeent controls. Improve cost recovery in the power sector.
