Transition to Per-Mile Charging on Limited-Access Highways

This project proposes starting the transition from per-gallon fuel taxes to per-mile charges by implementing all-electronic tolling on Interstates and other limited-access highways. The approach addresses concerns about privacy, double taxation, and cost of collection by refunding fuel taxes for miles traveled on tolled highways and using existing tolling technology. The program would begin as a pilot test, potentially involving multiple states, and aims to convert more than one-third of all vehicle miles traveled in the U.S. to per-mile charging.
