Context:Moldova’s process of convergence with European standards and best practices in its judiciary and administration is already well advanced. A Superior Council of Magistrates has been put in place, and the National Institute of Justice was founded to provide appropriate training. Significant amendments have been made to the Code of Criminal Procedure to bring it in line with the requirements of fair trials. Even so, the justice sector remains one of the most complicated areas of reform. Positive changes to the system of administration of justice can only be achieved if there is also a marked shift in the attitudes and behaviour of those who work in the judiciary, as it is they who are responsible for supporting and carrying out the legal and institutional changes.Objective:Moldova has implemented parts of its Justice Sector Reform Strategy and Action Plan 2011-2016. An accessible, efficient, independent, transparent and competent judicial sector exists, and Moldova’s courts operate with greater efficiency, impartiality, accountability and transparency.Approach:This project involves GIZ as part of a consortium, together with the Dutch Center for International Legal Cooperation and the French Justice Coopération Internationale. It is active in the following areas.1) Institutional capacity building2) Provision of legal and academic advice3) Communication, awareness raising and cooperation with civil society.Services:The consortium is supporting its Moldavian partners in:• carrying out reforms based on the Justice Sector Reform Strategy and Action Plan, 2011-2016• the preparation of strategic, policy and legislative documents including amendments to the Code of ethics• drafting an action plan for the implementation of the law on mediation• improving the courts management system• defining mechanisms for monitoring, evaluating and increasing efficiency• establishing a document management system for complaints about the misconduct of judges, as well as an integrated system for the collection, analysis and exchange of information• applying an efficient mechanism for funding the judicial system, including budget planning• increasing the transparency and accessibility of courts by enhancing the public accessibility of the courtrooms for all hearings, and by developing of a modern website for the judiciary• organising events for the project partners, such as workshops, training sessions and round tables.
