The project involves the development and implementation of a nationally recognized, industry-aligned Namibian Railway Qualification Framework (NRQF), aimed at enhancing the quality, relevance, and mobility of skills within the railway sector. Financed by the African Development Bank under the Transport Infrastructure Improvement Project (TIIP) and executed by the Ministry of Works and Transport, the initiative seeks to establish a comprehensive framework that addresses the current and future skills needs of the railway industry. The consultant engaged for this project will be responsible for guiding the design and implementation of the NRQF, ensuring it adheres to national standards, aligns with international qualification frameworks, and supports workforce development in line with Namibia’s broader development priorities. The ultimate goal is to create a structured, high-quality, and industry-relevant system that promotes skill development, career progression, and labor mobility within the railway sector.
