Description

The Restructuring of the Ministry of Transport (MOT) Project seeks to a) transform a traditional Soviet style ministerial structure into the transport sector's policy formulation and deregulation entity needed in a market economy; and b) define and contribute to achievement of operational autonomy and accountability of the Transport Agencies (State Departments). The project consists of four main components. First, restructuring of the MOT and independence of Transport State Agencies will support technical services in the following aspects: i) reorganize the MOT around the new functions needed in a market economy; ii) review and redraft the statutes of the MOT, and draft new statutes for transport state agencies guaranteeing their independent and increasing their accountability ; iii) determine proper information flows within the transport sector; and iv) institutionalize recruitment and promotion procedures in the MOT. Second, information technology for the MOT will include the provision of office technology to support the new MOT organization. Third, refurbishment of the MOT building will cover part of the MOT building to be used by the new ministry. Fourth, training of MOT staff and Georgian decision-makers will provide a training program with international lecturers.
