The project entails the refurbishment and operation of a 137-km Transversal del Sisga highway. Estructura Plural Centro Oriente is the project company that is undertaking the development of the project. It is owned by three sponsors - KMA Construcciones and Ortiz Construcciones y Proyectos with 40% each, and Obresca with 20%. Colombia’s National Infrastructure Agency (ANI) has named the Estructura Plural Centro Oriente Spanish-Colombian consortium preferred bidder in 2015. The 25-year concession includes two years of construction and 23 years of operations and maintenance. This is a brownfield project aiming at rehabilitating 15 tunnels for 7 kilometers each, 53 bridges and other road facilities. Total project cost is estimated at $281.74 million and is being funded by debt to equity ratio of 70:30. The project financing is provided by Financiera de Desarrollo Nacional (FDN) to the amount of $76.1 million, Instituto de Credito Oficial (ICO) will provide a further loan of $30.85 million with the private debt funds BlackRock and CAF-Ashmore covering the remaining - $90.25 million.
