Treasury Development Project

The overall objectives of the Treasury Development Project for the Russian Federation are to 1) ensure conditions for effective implmentation of the budget, and enable the finance ministry to maintain budget oversight; and 2) provide a transparent system of accounting that shows the utilization of the financial resoures of the Government and enables management and audit of these resources. There are four project components. The first component supplements the consulting/advisory services concerning budget execution supported by the International monetary Fund with technical assistance in these functional and technical areas: budget classifications and coding structures, and development and design of a revised structure and chart of accounts; development of the legal, regulatory, and operational framework and detailed guidelines, procedures, regulations, forms, and operating manuals; developing methods to improve forescasting of expenditure requirements and cash management; developing technology architecture; researching and identifying aplication software; and supervising implementation of the budget execution. The second component finances equipment and software. The third component supports the training requirements. The fourth and final component assists the Treasury with administering and managing the project and includes funding to over incremental operating expenses.
