Tri-Energy Co Ltd was established to build and operate a 700 MW combined cycle gas fired power plant in Ratcha Buri. The company is owned by Ban Pu Coal (37.5%), Texas Global Gas and Power (37.5%), and Edison Mission Energy (25%). The company signed a 20-year power purchase agreement with EGAT. The company closed on US$467 million of long-term project financing in July 1998. The company planned to start its commercial operations in May 2000. As of September 2002, the company's attempt to refinance US$274 of debt had failed. Japanese and Thai lenders, as well as Citibank and one other lender, was involved in the swap party. In August 2003, the local private generating company Ratchaburi Electricity Generating Holding (Ratch), formally agreed to buy Banpu's 37.5% interest in the Tri Energy Company (Teco) for 2.1bn baht (US$50.2 million) in cash.
