ContextBrazil has a long history of involvement in international technical cooperation as a partner for South-South or trilateral cooperation. As such, it builds on solutions originally developed to overcome challenges of its own. Brazil has achieved success in fields as diverse as poverty reduction, social development, vocational training, technical innovation and environmental regulation. In recognition of that success, demand is growing in other countries for Brazilian expertise in technical cooperation projects.Germany and Brazil are considered international leaders in the provision of trilateral cooperation. Combining the two countries’ strengths offers great potential to generate relevant and innovative solutions for the development of third countries. They have been jointly implementing projects in other countries, including Mozambique and Peru, since 2010. So far three trilateral projects have been implemented: Institutional strengthening of the National Institute of Metrology of Mozambique. This project improved the overall situation of metrology in the country, and enhanced the quality system as a whole. The Mozambican Government was able to invest in the construction of a new building for the Institute, which achieved a more than ten-fold increase in revenues from its calibration and certification services between 2011 and 2014. This ongoing project now seeks to expand the Institute’s partnerships with the private sector. Risk management and prevention of natural disasters in Mozambique. To encourage better responses to extreme events Mozambican technicians learned to operate climate and hydrological stations, and to evaluate data from them. The flood warning system in the Buzi River basin was modernised and the local community were trained to have a rapid reaction to disaster alerts. This approach is now being replicated in another project in the Limpopo River basin. Environmental Technology Center in Peru. This project involved the creation and equipment of the Environmental Technology Center in Lima. The Center’s technicians benefited from training in Germany, Brazil and Peru. Today, the Center educates professionals for the industry and provides training and consulting services directly to Peruvian companies. It is now recognised by private and public sectors alike, and by international partners in various fields. It covers 100% of its operating costs with its own revenue.Besides the immediate development benefits within these countries, the diverse instruments and tools created for these projects have been systemised in a manual for further Brazilian-German trilateral cooperation.ObjectiveThe effectiveness of trilateral cooperation involving Brazil and Germany has increased considerably.ApproachWorking with GIZ on the Brazilian side is the Brazilian Agency for Cooperation (ABC) of the Ministry of Foreign Affairs. The programme consists of two areas of activity. The first aims to expand partnerships previously established under trilateral projects so as to ensure their greater integration in the development context of third-party countries, and to promote the dissemination of their results and impacts both regionally and internationally.The second area involves developing innovative forms of Brazilian-German trilateral cooperation, focusing mainly on capacity building measures. These will be carried out by Brazilian sector organisations with support from GIZ. The technical content of the training is mainly the responsibility of the Brazilian organisations, while the German side focuses on methodology, as well as monitoring and evaluating the results and impacts of the training.In response to demands expressed by developing countries, especially in Africa and Latin America, ABC and GIZ agree upon the goals of the training, and the institutional changes these countries will need to make in the chosen areas. They then identify Brazilian sector organisations with extensive experience in the relevant field. ABC and GIZ jointly prepare the capacity building measures, which are then delivered predominantly in Brazil.The trilateral capacity building programme will start in 2016. It will consist of at least six courses, and at least eight different institutions from developing countries will take part.
