Description | Opportunity Trillium Health Centre is a leading community hospital located at two different sites that together serve a population of over one million residents in Mississauga, south Etobicoke and the surrounding region. Trillium Health Centre is a regional centre for stroke, neurosurgery, and sexual assault and domestic violence services and a provincial centre for cardiac surgery. In order to improve services, reduce wait times and continue to meet current and future service demands, the provincial government undertook the redevelopment of both the Mississauga and West Toronto (Queensway) sites using the Alternative Financing and Procurement (AFP) approach. Innovations The builder was responsible for financing the project and facilities were eventually turned over to Trillium Health Centre. This transferred much of the financial risk to the builder in the event of late delivery.. Although the Mississauga and Queensway projects were procured together, the province signed two separate Project Agreements with the same consortium. Results The new seven-storey wing on the Mississauga site includes: A new cardiac catheterization lab; An operating room for cardiac surgery; Additional cardiovascular intensive care beds; and Additional coronary care beds. Renovations provided more modern space for the fracture clinic, diagnostic imaging, emergency support and mental health. The redevelopment improved health care by increasing cardiac cathertizations by 30 per cent and increasing cardiac surgeries by 20 per cent. Larger, more modern spaces provide patients with more comfort and privacy. The new wing at the Mississauga site is barrier free throughout, including wheelchair accessible washrooms and a shower in every patient room. At all times the hospital remains publicly owned, controlled and accountable. The public sector remains responsible for funding and providing health care services. Using a public-private partnership for Trillium Health’s Mississauga and Queensway sites resulted in cost savings of 10.1 per cent compared with traditional procurement. Overall the hospital’s capacity has increased by 135 beds—for a total of 886 beds— as a result of the Mississauga and Queensway projects. “Trillium is our regional cardiac centre.
