Description
Description | The project will finance the construction of new substations and substation upgrades to enable the integration of large-scale renewables in the short term and avoid curtailment of the coming RE projects. In parallel, it will finance new and upgrades of transmission lines and substations as well as new soft and hard infrastructure to increase the grid reliability and resilience, enhance its capacity to supply new load and uptake new VRE generation, as well as to wheel additional power through the domestic network, unlocking future opportunities for TEİAŞ to generate additional revenues and to increase power trade with its neighbors. In addition, the project will provide technical assistance (TA) for institutional capacity building and support for the deployment and management of a VRE heavy power system and will support TEİAŞ with the assessment of options to diversify its financing sources to be able to fulfill investment requirements. The proposed project is structured around three components: (i) Strengthening of the transmission network to facilitate VRE scale up and improve its reliability and resilience; (ii) Digitalization to strengthen grid operation and management, and support VRE integration; and (iii) Technical assistance to transform the operations, governance and financing capacity of TEİAŞ. More precisely:Component 1: Strengthening of the transmission network to facilitate VRE scale up and improve its reliability and resilience. This component aims at improving the transmission system reliability and resilience by reinforcing and modernizing the grid. It will address immediate and localized grid constraints that could delay the deployment of VRE projects or lead to high level of curtailment. Financing of new and upgraded substations will also enable transmission of renewable energy and minimize VRE curtailment. Those substations will take advantage of new technologies such as Gas Insulated Switchgear (GIS) and Substation Automation System (SAS). Component 1 will also finance the construction of new 400 and 154kV underground cables and construction of 154 kV overhead transmission lines. New underground cables will be equipped with optic fiber cable, which will be used not only for fault detection and internal telecommunication for TEİAŞ but also potentially for third party usage. These investments are critical to meet increasing demand through delivering clean electricity produced by generation mix with increasing high share of renewable energy to residents and industries. Component 2: Digitalization to strengthen grid operation and management, and support VRE integration. This component aims at digitalizing the grid and at supporting TEİAŞ with the adoption of new digital tools to facilitate grid management and operations in a context of large VRE penetration. This component will cover investments such as: (i) upgrade of TEİAŞ’ Supervisory Control and Data Acquisition (SCADA)/Energy Management System (EMS); and (ii) automated remote reactive power management through upgrade/installation of Series Capacitor Compensator (SCC) for critical 400kV substations. Through the SCADA/EMS upgrade, a state-of-the-art digital EMS software will be introduced for TEİAŞ, which will help manage their power system with a rapidly increasing VRE share. The proposed SCCs allow TEİAŞ to transmit more energy from renewable sources to demand centers on their long-haul transmission lines with the technology’s capability to increase transmission capacity and grid stability. The equipment will be fully automated and remotely controlled. The Bank also proposed to include the following two subcomponents to enhance TEİAŞ’ cybersecurity and to strengthen digital telecommunication network, which are critical to the operation of a grid which includes large shares of renewable energy: (iii) enhancement of cybersecurity of TEİAŞ’ transmission network and (iv) upgrade of TEİAŞ’ telecommunication network. Component 3: Technical assistance for TEİAŞ to explore innovative technologies and solutions to accelerate renewable energy integration in the grid. This component aims to support TEİAŞ in building the necessary capacities and processes to smoothly achieve their ambitious energy goals. The activities planned under this component will also be supported by the complementary activities under the Turkiye Resilient Energy Decarbonization Support PASA. This component would cover, but is not limited to (i) Innovative technologies to accelerate renewable energy integration in the grid; and (ii) Cybersecurity activities. |
