The project will provide critical support for enhancing the capacity of Turkish institutions to scale the country’s climate action. It will help to strengthen the capacity of the Directorate of Climate Change and other key agencies (such as TurkStat, General Directorate to Combat Desertification and Erosion, Presidency of Strategy and Budget, General Directorate of Vocational Services) to undertake their climate change-related functions, such as calculating and reporting national greenhouse gases, estimating future emissions, administering the emissions trading system, monitoring progress towards implementing the National Climate Change Action Plan, and developing policy and programs to improve land-based climate adaptation. The project will also seek to support the implementation of climate programs through analytical work to improve their design and the approach to implementation. This would involve analytical studies and the development of design documents for specific climate programs within the mandate of the Directorate of Climate Change, such as developing Turkiye’s green taxonomy, compliance with Article 6 of the Paris Agreement, and the emissions trading system. The project directly supports key national agencies involved in developing and implementing climate policies and programs, including the Directorate of Climate Change, TurkStat, the Ministry of Environment, Urbanization and Climate Change, The Ministry of Agriculture and Forestry, and the Presidency of Strategy and Budget. While not being direct beneficiaries, many other agencies will be involved in the activities of the project given the multi-sectoral nature of climate change work.The project has three components (i) Analytical support for climate programs, (ii) Institutional strengthening and (iii) Project management, monitoring and evaluationComponent 1: Analytical support to progress climate programs. This component seeks to progress the implementation of the climate agenda through important analytical support for the design of climate policies and programs under the mandate of the Directorate of Climate Change. By providing a solid evidence base, this component will inform policy development and implementation. In addition to improving program outcomes, working with government counterparts on program design is an important part of building staff capacity.Component 2: Institutional Strengthening. The aim of this component is to strengthen the capacity of Turkiye’s national institutions to undertake the necessary climate action to achieve Turkiye’s climate goals. It has two sub-components – building the capacity of key systems (process and/or IT systems) and enhancing the physical capacity to facilitate improved coordination and effective working arrangements; and would finance consulting and non-consulting services.Component 3: Project Management, Monitoring and Evaluation. This component would support project implementation, including the project’s monitoring and evaluation (M&E), communication strategy, trainings, compliance with environment and social standards and fiduciary requirements, as well as procurement, financial management (FM), and technical support.
