Description | The operation will finance the construction of public (Ministry of Health) hospital facilities in Turkiye. The operation will finance the design, construction, and commissioning of public hospital facilities to deliver seismically resilient, climate-adapted, and operationally ready secondary and tertiary care infrastructure in Turkiye. The project has three components covering activities required to deliver seismic, climate, and operationally resilient public hospital infrastructure. Component 1 specifically addresses PDO’s seismic and climate strengthening aspects and it will finance the design, design review, construction and supervision of 34 MOH public hospital facilities across 19 provinces, together with all essential utility and lifeline systems and it is limited to civil works and complementary consulting services. Sub-component 1.1 will finance design packages, as well as the review of these designs, including architectural, structural, and mechanical, electrical, and plumbing (MEP) aspects, verified for compliance with Turkiye's 2018 Earthquake Code and applicable health facility, fire safety, and climate resilience standards. Sub-component 1,2 will finance structural works, interior fit out, and critical lifeline and resilience systems for all 34 facilities. Structural works will be built to seismic and climate performance standards ensuring operational continuity during and after a major seismic event. Interior fit out will deliver clinical spaces, such as in-patient wards, operating theaters, intensive care unit (ICU) areas, emergency and trauma bays, psychiatric inpatient units, rehabilitation spaces, diagnostic areas, and Central Sterile Services Department (CSSD) to modern MOH functional standards and ready for equipment installation. Component 2 specifically addresses PDO’s operational resilience strengthening aspect and it will finance technical and advisory activities that complement the civil works under Component 1. Sub-component 2.1 will finance the preparation of site-specific transition and continuity plans if applicable to the specific facility. I will cover phased construction sequencing, temporary service relocation arrangements, coordination with neighboring MOH facilities to absorb patient volumes where needed, temporary protective measures against flooding and overheating in construction zones, and staff and patient communication strategies incorporating early warning information to maintain uninterrupted care throughout the construction period. Sub-component 2.2 will finance activities that can help expedite operationalization of the hospital once construction is completed. Such activities include the systematic technical commissioning of each facility upon completion of civil works, including inspections, integrated systems testing, and verification that all structural, mechanical, electrical, plumbing, fire safety, and lifeline systems perform to design specifications and applicable MOH standards. It will also finance activities that can help the hospital effectively respond to seismic, climate or public health shocks. This includes the preparation of hospital business continuity plans to ensure that critical health services and functions continue during and after emergencies, and emergency preparedness training for staff who will work in project hospitals. Component 3 will finance the institutional capacity required to implement the project efficiently and in compliance with World Bank policies, under MOH leadership as the implementing agency. It covers PMSU operating costs and consulting and non-consulting services across procurement and contract management; financial management; environmental and social management and monitoring and evaluation. |
