The objectives of the project will be to support a comprehensive program to reduce air pollution in the Mexico City Metropolitan Area. The project comprises five inter-related components: (a) a vehicles component including: (i) support to develop and enforce emission standards; (ii) progressive improvements to in-use emission standards, (iii) lines of credit to finance the replacement of old high-use vehicles with new vehicles; (iv) improvement to the vehicle registration system; (b) a fuel component to help fund: (i) the installation of vapor recovery systems at service stations, and (ii) an alternative fuel pilot program for vehicle conversion; (c) a transport policy and management component to help prepare an integrated transport and air quality management strategy to meet both transport and air quality objectives; (d) a scientific base component to help fund consultant services to strengthen air-quality planning through an integrated research plan and equipment for extending the air-quality monitoring system; and (e) an institutional strengthening component to support: (i) institutional strengthening for technical support teams and agencies related to air pollution, and (ii) independent annual environmental audits.
