Translated version of this PSD: Russian The EBRD is considering financing a programme of priority capital investments to improve the solid waste management services in Tursun-Zade city, Tajikistan. Proceeds from this transaction will (i) improve landfill sanitary and operating standards and (ii) increase efficiency/coverage of solid waste collection and transportation in Tursun-Zade. The Bank will closely monitor the success of the project. It is proposed that the following indicators will be monitored before and after the project implementation: The transition impact potential of the proposed sovereign guaranteed loan to a solid waste company of Tursun-Zade arises from: Municipality-owned enterprise “Muassisai Manziliyu Kommunali va Khojagidori” (MMKK) of Tursun-Zade city. The EBRD will provide a sovereign guaranteed loan of up to US$ 2 million to MMKK. Up to US$ 5.4 million including investment and technical cooperation grants. The project will be co-financed by an investment grant from an international donor. Categorised B. The Project involves the rehabilitation and upgrade of the existing dumpsite of the City of Tursun-Zade into a controlled landfill as well as the improvement in waste collection services and transport to the landfill. Municipal waste is currently disposed of at an existing dumpsite located 7.6 km from the City. The dumpsite has been in operation since 1968. A feasibility study conducted for the Project considered the option of developing a new landfill on a new site or upgrading the existing dumpsite. The study determined that the existing site was suitable for upgrade to an engineered landfill and this is regarded as the preferred option. The engineered landfill will be constructed in an unused area of the dumpsite but on land approved by the Land Commission within the existing dumpsite boundaries. The existing dumping areas will be re-cultivated and closed. Although municipal solid waste processing and disposal facilities are included in the EBRD’s Environmental and Social Policy’s indicative Appendix 1 list of Category A projects, it was concluded through a review of the feasibility study and supporting environmental and social baseline information that the Project will substantially improve the existing dumpsite conditions and result in some environmental and social benefits including improved waste disposal and reducing impacts on ground and surface water. As such the Project has been categorised as B. Environmental and Social Due Diligence (ESDD) is currently being undertaken by an independent consultant as part of an Environmental Impact Assessment (EIA) process for the Project. As part of the ESDD, the consultant is analysing the impacts associated with the new landfill and the improvements to solid waste collection and transport methods, including gender and livelihood impacts and potential opportunities. The nearest village is 500 m from the dumpsite boundaries (and the proposed landfill site). Some households were located on the dumpsite boundary and following financial support from the municipality in 2012 have moved into new houses. Informal waste picking is practised at the dumpsite and with dump area closure and formalised solid waste disposal some livelihood issues may arise. These issues are being considered as part of the ESDD. An Environmental and Social Action Plan will be developed for the Project to mitigate potential impacts and risks and to ensure that the Project meets the EBRD Performance Requirements within an agreed timeframe as well as to promote benefits sharing and equal opportunities. If required, a livelihood restoration framework or plan will be developed in order to address potential livelihood issues. Furthermore, the consultant will develop a Stakeholder Engagement Plan and Non Technical Summary of the EIA to ensure the appropriate level of engagement with local communities and other stakeholders. The following technical co-operation (“TC”) assignments are a part of this project: Feasibility Study US$ 488,000 (€ 370,000) feasibility study financed by the Early Transition Countries Fund will, inter alia: (a) prepare a plan and cost estimates for improving waste collection and the disposal capacity of the landfill, (b) assess the options for landfill facility upgrade, (c) review operations and recommend improvements, and (d) prepare a strategic and operational business plan for the Company. Project Implementation Support International consultants will assist the project implementation group with engineering design, procurement, contract administration, engineer’s supervision, financial control, project management and reporting. US$ 500,000 (€ 380,000) is proposed to be financed by an international donor. Corporate Development, Stakeholder Participation and City Support Programme International consultants will support operational and financial improvements to secure the sustainability of the Company operations, implement a Stakeholder Participation Programme, and introduce a Public Service Contract between the Company and the City.
