Description

Tuvalu is one of the world's most economically and climatically vulnerable nations — a low-lying atoll state of approximately 11,000 people scattered across 9 islands, with almost its entire land area less than two meters above sea level, a narrow economic base heavily dependent on fishing access fees, overseas development assistance, and remittances, and persistently thin institutional and administrative capacity. The country faces compounding and overlapping risks: existential climate threats including sea-level rise, storm surge, saltwater intrusion, and coastal erosion; recurrent natural disasters; health system fragility; and acute exposure to external economic shocks — including those arising from global conflicts such as the current crisis in the Middle East, which disrupts trade, inflates food and fuel import prices, and reduces remittance flows. In line with the World Bank's Rapid Response Option and consistent with the approach being extended to Pacific Island countries through the Contingent Emergency Response Project (CERP) mechanism, this project would provide the Government of Tuvalu with a flexible, pre-positioned financing instrument that can be rapidly activated upon the occurrence of an eligible crisis or emergency — whether a natural disaster, health emergency, or an economic shock of the nature seen in recent global conflicts — to finance critical expenditures including food and essential commodity imports, cash transfers to vulnerable households, and salaries for essential surge personnel, thereby protecting the most vulnerable Tuvaluans from the worst impacts of crises while preserving the fiscal and developmental gains made under the broader portfolio.
