Description

The development objective of the Second Climate and Disaster Resilience Development Policy Financing for Tuvalu is to support the Government of Tuvalu to: (i) promote climate and disaster oriented fiscal resilience, and (ii) improve the institutional and regulatory framework for climate and disaster resilient infrastructure. The operation supports the Government of Tuvalu (GoT’s) structural reforms anchored in Te Kete that cut across climate and disaster resilience. Furthermore, the Climate Change Resilience Act of 2019 has helped guide the GoT’s selection of reforms supported in this operation, embracing the medium and long-term vision of the upcoming National Adaption Plan (NAP). The operation recognizes capacity constraints, and the need for selectivity and continuous engagement in policy dialogue. The program design is based on critical, Government-led reforms, spread across ministries to avoid overburdening Ministry of Finance and Economic Development (MFED) and is underpinned by coordinated budget support from development partners.
