The Project involves the construction of a new international multipurpose terminal (the “Terminal”) in the Tuxpan Municipality, State of Veracruz on Mexico’s eastern coast. The Project will involve the development, engineering, construction, dredging, equipment purchase and operation of the Terminal on the southern side of the Tuxpan River which will include (i) the construction of a 560 meter long and 42 meter wide quay; (ii) the installation of four Super Post-Panamax Ship-to-Shore gantry cranes, eight Automatic Stacking Cranes (ASCs) and other terminal handling equipment; and (iii) the construction of a 13 hectare container yard. The site is located approximately 3,200 meters from the mouth of the Tuxpan River in the Gulf of Mexico. The initial estimated throughput capacity of the terminal will be of 576,000 twenty foot equivalent container units (“TEU’s”) per annum. The terminal’s full build-out throughput capacity is estimated at 710,000 TEUs per annum. The Project is located within the wider Tuxpan Port complex which is managed by APITUX. The project site borders to the north with the Tuxpan River, to the south with the Estero de Jacome mangrove, to the east with private property destined for the construction of a port installation and to the west with an establishment specializing in the construction and repair of marine platforms. There are no affected communities surrounding the terminal site as the city lies across the river.RDP is jointly owned by SSA Mexico Holdings, S.A. de C.V. (“SSA Mexico”), a former IFC client and a wholly-owned subsidiary of Carrix, Inc (“Carrix”) and Grupo Braniff.Carrix is the worlds’ largest privately-held container terminal operator and cargo handling company, handling over 22 million TEUs per year at various locations worldwide, including 14 container terminals. IFC has a long-standing relationship with Carrix and has provided debt financing to 7 of Carrix’s terminals in the past 20 years, all of which have been compliant with IFC’s Environmental and Social Performance Standards.Construction progress to date includes land preparation, reclamation and ground improvements of the Project site. So far, 282,774 m3 of base material has been placed, 1,770,635 meters of wick drains have been installed along with 147,225 m3 surcharge material. The wharf design has been completed and is being discussed with construction contractors in order work out the final engineering details.
