The proposed IFC investment is a senior loan financing package consisting of two IFC A Loans up to US$15 million to Total Waste Management PNG Limited (TWM), a waste management company based in Papua New Guinea (PNG). This proposed funding will support TWM’s capital expenditure needs for the upgrade and expansion of its existing integrated waste management facility (IWMF) at Roku, Central Province. The first phase will include the procurement of key equipment including incinerator, add-ons for the existing industrial wastewater treatment plant (addition of a membrane bioreactor and/ or ultrafiltration to treat the chemicals in the leachate or silica), establishing a proper waste receiving facility, workshop rebuild and heavy vehicles/equipment, acquisition/lease of an additional parcel of land (that would accommodate office buildings/workshop rebuilds) as well as refinancing of an existing IWMF Roku loan. As part of phase 1 upgrade, the new high temperature waste incinerator will replace the existing one to reduce levels of air emissions and improve efficiency. With new facilities and equipment, TWM is expected to optimize its existing operations and improve its waste handling capacity. The second phase will be the extension of existing industrial landfill (potentially stage 2 and 3), introduction of new facilities (recycle reuse facility, storage expansion) and equipment (vacuum trucks, sludge trucks) required to accommodate increasing industrial and hazardous waste to be generated in PNG through the upcoming large-scale mining and industrial projects in the next 2-3 years.The IWMF currently includes the following operational facilities: weighbridge and temporary receiving area, an industrial landfill (stage 1) and a leachate pond, an incinerator, a hazardous waste storage facility, a quarry and an industrial wastewater treatment plant (IWWTP), waste oil storage and processing unit (WOPU). TWM currently does not have a waste receiving facility yet. Waste is brought to the temporary area, after security has checked the incoming waste based on the incoming manifest. The temporary waste receiving area is an open yard.The IWMF site (20 ha) is located within an industrial precinct adjacent to the AES Industrial Park, approximately 8 km northwest of Port Moresby. Tuhava settlement is 200 m from IWMF fence line and Roku settlement is 500 m from the IWMF fence line. Transportation to and from the IWMF site for landfill extension will occur via Napa Napa Road, with access to the IWMF site through the existing entry and exit gate. Land leases were negotiated in the past according to local requirements in a market transaction, with no threat of expropriation.TWM currently is in the process of acquiring an additional land parcel immediately adjacent to the north-west site boundary. The parcel is currently owned by Rhodes Projects PNG. The site is expected to be procured in 2025 and upon sale the land and all permanent buildings (i.e. large warehouse, large factory building, and small office building) will be transferred to TWM.
