At the end of 2006, the municipality of the city of Tyumen and “Tyumen Vodokanal”, a 100% owned subsidiary of Rosvodokanal (RVK), signed a 25 year lease agreement for the city water and sewerage municipal utility. Previously, Tyumen Vodokanal had an 11 month operating agreement for the same utility. Under the 2007-2011 investment program approved by the city government on October 27, 2006 the investment commitments into the project for the period were about $182 million. The company Rosvodokanal was created in 1949. In 2003, it became a part of Alfa Group Consortium, one of Russia’s largest privately owned financial-industrial conglomerates, with interests in oil and gas, commercial and investment banking, asset management, insurance, retail trade, telecommunications, technology, as well as other industrial-trade and special-situation investments. Rosvodokanal was undertaking projects in various parts of Russia, namely in Orenburg, Barnaul, Krasnodar, Tyumen, Tver, Kaluga, and Kaluga region. In addition, it was about to underatake projects in large cities in Ukraine. Tyumen was a city in Russia, located on the Tura River 2,144 km east of Moscow. It was the administrative center of Tyumen Oblast in the Urals Federal District, with population of 510,719 people (2002 Census). In 2008, Rosvodokanal obtained a loan from the IFC for RUB624 million or $25 million and another loan from the EBRD for RUB 5.6 billion or $224 million to support its obligations under the six long term lease contracts and investment agreements with the municipalities.
