In September 1996, Thailand's Express and Rapid Transit Authority (ETA) granted a 30 year BOT contract to Northern Bangkok Expressway Co. Ltd. (NECL) to build and operate the 32 Km. Udon Ratthaya Expressway Project. The project was also known as Bang Pa-in - Pak Kret Expressway. Undon Ratthaya Expressway was an elevated and ground level 4 traffic lane expressway which linked with Sector C of Si Rat Expressway and Chaeng watthana to end at Amphur Bang Pa-in, Ayutthaya Province. NECL was created as wholly owned subsidiary of Bangkok Expressway Co. Ltd. (BECL). However, it reduced its participation in the company. By 2005, BECL held 53.33% of NECL’s, and Cargo Village Co. Ltd., held 30%. There was no information on other investors. The estimated project cost was US$150 million. The 30 year BOT agreement commenced from 27 September 1996 and was to expire on 26 September 2026. Under the agreement, the contract could be extended twice for 10 year periods in the form of a lease contract and subject to the conditions to be agreed upon between ETA and NECL. NECL was entitled to receive all toll revenue throughout the contract period. The expressway was open for full service in 1999.
